For Teleorman Employers
Teleorman has the highest registered unemployment of any Romanian county, close to three times the national rate, and the lowest average pay in this group. Agriculture employs almost a third of the working population, arable land is over nine tenths of its farmland, and the county ranks first in Romania for wheat and rye. Bearings, chemicals, fertiliser and pipe plants remain, alongside two Danube ports. Employers post a genuine opening and recruit in their own name.
One genuine vacancy • Candidates reply direct to you • Permit guidance under a separate agreement
Teleorman is an agricultural county with the highest registered unemployment in Romania, the lowest pay in this group, and output per head at around two thirds of the national average, ranking in the bottom quarter of counties.
Put the vacancy up at www.fastdriver.eu/jobs/romania. Name categoria C+E or categoria C, state whether the atestat profesional and a valid card tahograf are needed from day one, and if ADR is required say which variant, because the chemicals and fertiliser plants here generate both kinds.
Not a recruitment agency, not a labour supplier, not an agent de munca temporara: FastDriver.eu is none of those things. No driver is employed by it, held on its books or hired out to a Teleorman business. The advert belongs to you, the applications arrive with you, and the contract never involves the portal.
The point an employer should weigh before recruiting here: a loose labour market is not the same as an available one. Registered unemployment is the highest in the country, but the largest employer in the county is the water utility, with fewer than five hundred people, so there is no industrial pool of qualified heavy drivers waiting. More on the Romania employer page.
Teleorman employers recruit grain and oilseed bulk drivers, fertiliser and chemicals drivers with ADR, river port and bulk drivers, international TIR drivers competing against very low local pay, and categoria B distribution drivers around Alexandria.
The county ranks first nationally for wheat and rye and grows sunflower, rapeseed and maize at scale, so bulk tipper and walking floor work dominates the agricultural calendar. Categoria C+E with the atestat profesional, intern and strongly seasonal. State the season and the weighbridge routine honestly.
A chemical works and a fertiliser producer both operate here, the latter accounting for a large share of county exports. Categoria C+E with ADR, and the packaged and tank variants are separate certificates. Mainly intern. Say which variant is needed and whether the product is bagged or bulk.
Two Danube ports operate in this county, one of them alongside the chemical and fertiliser industry and the other a river terminal with a pipe works beside it. Categoria C+E, intern. Say which terminal, whether the load is bulk or packaged, and whether the quay turnaround is booked.
With the lowest local pay in this group, international work is the strongest offer a Teleorman driver is likely to see, and the competitive question is time away rather than money. Categoria C+E, extern, solo or crewed. State the rotation and quote the diurnă separately from basic pay.
Categoria B rounds based on Alexandria and the county's other towns, serving a dispersed rural population across more than two hundred villages, so legs between drops are long. Intern, home nightly. Name the vehicle, the drop count and whether the engagement is employment or collaboration.
Do not assume a high unemployment rate means ready candidates. Say exactly which licence and which attestations you need, and say whether you will fund training, because in this county that may be the deciding sentence.
Teleorman runs from the plain south of București down to the Danube, and it is the most rural county in this group: three municipalities, two towns, over ninety communes and more than two hundred villages, with farmland between them.
Alexandria is the county seat and carries bearings and electrotechnical manufacturing. Roșiorii de Vede is a railway town with industrial functions, and most categoria B distribution work sits in those two places.
Turnu Măgurele and Zimnicea sit on the Danube, each with a river port, and between them they carry the county's chemicals, fertiliser and welded pipe industry, which is where the heavier and more specialised loads come from.
Videle in the north has petroleum extraction and sits on the railway line running west from Giurgiu, so the county has a working rail connection as well as its road and river links.
A European route crosses the county within its several hundred kilometres of national road, which is what makes Teleorman a through county for international traffic as well as a producer of agricultural freight.
Driver work differs sharply between the capital ring, the Black Sea port, the western gateway counties and the eastern border. Open another county to see the hiring information that applies there.
Romanian drivers search in Romanian. An advert written only in English will miss most of the domestic market.
Sofer profesionist is the dominant advert title. Sofer TIR signals international work and is read that way immediately. Sofer camion and sofer de distributie name the vehicle and the job. Conducator auto is the formal register that appears in documents and regulations rather than in adverts.
Intern or extern is the first thing a Romanian driver looks for, because it decides whether they are home each night or away for weeks. Put it in the headline. An advert that leaves it out collects applications from people who withdraw once they find out.
Pe comunitate is the phrase that signals the well paid international segment. It is worth using where it is true, and worth avoiding where it is not, because drivers treat it as a promise about earnings.
Write the licence as C+E. That form appears far more often in real adverts than CE, by a wide margin, and writing it the other way marks an advert as drafted by someone outside the trade.
The qualification is the atestat profesional, for marfa or for persoane. Adverts list it alongside the card tahograf and ADR where the load requires it. Name only what the role genuinely needs.
Pay needs two numbers, not one. Salary and diurna are quoted separately in Romanian adverts, and for international work the daily allowance is a very large part of what a driver actually takes home. An advert that gives only the salary reads as badly paid even when it is not.
Romanian drivers read an advert for the route, the vehicle, the time away and the two pay figures. An advert that answers those four things gets better applications than one that lists benefits.
FastDriver.eu operates as a European driver job portal and allows candidates elsewhere in Europe and in eligible international markets to find and apply for suitable Romanian vacancies.
Start by ignoring most of what is published about this, because the system changed. The separate work permit that employers used to apply for has been abolished and replaced by a single application filed on a state platform. The old route was switched off months before the new platform opened, so guidance written before the change is not just dated, it describes a procedure that no longer exists.
Drivers sit on the shortage occupations list, which is the gate for the main employment route. For a haulier that is genuinely good news and it is the part of the system working in your favour.
The real barrier is not the paperwork. Filing directly requires a trading history, an average headcount above a published threshold and a financial guarantee for each worker. Most Romanian hauliers sit below that headcount, which means they cannot file at all and must go through a licensed placement agency instead. Check which side of that line your company falls on before you plan anything else, because it changes the whole approach.
The annual quota is a single national figure rather than a transport allocation, and it was cut rather than raised. A large share of it is consumed well before the year ends, so an application late in the cycle competes for what is left.
Employers in Teleorman may receive applications from drivers based in Romania, elsewhere in the EU and EEA, Switzerland, the wider European region, Asia, Africa, Gulf countries, North America, Latin America and other eligible international markets.
EU, EEA and Swiss citizens may work in Romania without an authorisation. A Moldovan national holding Romanian citizenship is an EU citizen and needs nothing, while one without it faces full external border checks, because the Romanian border with Moldova is now a Schengen external frontier. The difference is large and it is worth establishing early in a conversation rather than late.
The employment contract has to reach the national register before the driver starts work, not afterwards. The register changed name and platform recently, and the penalties for undeclared work are severe with a high ceiling, so this is not a formality to leave until the first week.
A candidate's ability to work here depends on nationality, residence status, professional qualifications, driving licence validity and the requirements of the individual position. Nationality alone never settles it. Drivers can check their own position through our driving licence eligibility guidance.
FastDriver.eu can provide process guidance and document coordination when a candidate needs support. It does not make government decisions and cannot promise an approval.
Name the licence category in the advert. A Romanian driver reads it first, and C+E in the headline tells them immediately whether the job is theirs.
Freight work uses C and C+E, with C1 and C1E for lighter rigid vehicles. Passenger transport uses D and D1.
Age limits matter when you are planning a pipeline. C1 and C1E open at eighteen, C and C+E at twenty one and reduce to eighteen for a driver holding the professional qualification. D and DE open at twenty four and reduce to twenty one on the same basis. Heavy categories run five years.
Romania asks for something most member states do not. A professional driver needs an annual medical check and an annual psychological check, and the psychological opinion is also part of the file for exchanging a foreign licence. Employers arriving from elsewhere in the EU are regularly caught out by it.
The atestat profesional is issued by the national road authority, separately for goods and for passengers, and renewed every five years. A shorter conversion route exists for a driver moving between the two, so an experienced goods driver is not starting again to work on passenger transport.
Foreign licences need checking before you make an offer. EU and EEA licences exchange without a test. Beyond that it depends on whether the issuing country appears on the convention or reciprocity lists, and where it does not the driver sits the Romanian theory and practical examination, which they may now do without compulsory driving school.
Several of the countries Romanian hauliers recruit from most heavily could not be found on those exchange lists. That is not a conclusion that they are absent, but it does mean the question has to be settled for the specific country before a contract is signed, not assumed.
A professional qualification obtained outside the EU or EEA is not recognised here. An experienced driver arriving from outside Europe takes the Romanian qualification whatever they held before.
This is where the real timeline lives, and it is longer than most employers expect. The driver attestation that a Romanian operator needs in order to put a third country national on international work requires a Romanian licence and the professional qualification. A newly arrived driver has neither. The tachograph card also requires the work authorisation first. So the sequence is admission, then licence, then qualification, then attestation, and an employer who budgets only for the visa will be short by months.
One thing works in your favour. The professional examinations have been made available in English, which was done specifically to serve drivers recruited from South and South East Asia, so the qualification stage no longer requires Romanian first.
Unlike several other member states, the forklift authorisation in Romania is a genuine state authorisation issued to the individual rather than a permission the employer grants. ADR is required where the load needs it. Verifying the original documents remains the employer's responsibility.

Employers in Teleorman can use FastDriver.eu to find drivers, advertise genuine vacancies and receive applications through a specialised European driver job portal.
The employer starts by submitting company details, work location, driver category, required licence, number of vacancies, experience level, working schedule, pay information and proposed start date.
The vacancy can then be prepared and promoted to relevant drivers through the platform, alongside the current driver vacancies already open.
Candidates apply for suitable positions. The employer reviews their information, conducts interviews and makes the final hiring decision.
FastDriver.eu does not become the employer. It does not replace the company's legal responsibility for candidate verification, employment contracts, remuneration or working conditions.
Employers that can consider international drivers should clearly state whether work authorisation guidance, visa process support, accommodation or relocation assistance is available.
This information must reflect the employer's actual offer. It must not be added only for search visibility.
Tell us how many drivers you need, the base or town they work from, the licence category, experience, routes, language requirements and proposed employment conditions.
Our team reviews your company details and checks that the vacancy contains what a Romanian driver needs in order to apply with confidence, including the category, whether the work is intern or extern, the atestat position, and salary and diurna stated separately.
The vacancy is prepared, published and promoted according to the selected employer option.
Drivers apply through the platform. The employer reviews applications, communicates with suitable candidates and arranges interviews.
The employer makes the final hiring decision, verifies the candidate and signs the employment contract directly with the selected driver.
When separately agreed, FastDriver.eu may provide immigration process guidance, document coordination and relocation preparation for eligible international candidates.
Complete and accurate information helps drivers understand the opportunity and allows the platform team to publish the vacancy correctly.
Do not request unrelated information.
FastDriver.eu provides the digital platform and any separately agreed support services.
The employer is responsible for confirming the vacancy, independently verifying each selected candidate, checking licence categories and the atestat position, and meeting all Romanian employment obligations.
FastDriver.eu does not issue government approvals.
FastDriver.eu cannot guarantee applications, candidate availability, candidate suitability, interview attendance, hiring, work authorisation approval, visa approval, licence recognition, processing time or continued employment.
All vacancies must be genuine, current, lawful and accurate.
Employers must not request unlawful recruitment or application payments from candidates.
It is a job portal for professional drivers and does nothing else. You post the vacancy, it appears on the board, and drivers across Teleorman see it. Replies come to you directly, with no shortlisting or filtering, and no placement fee. If permission to work is needed, we can arrange process guidance and document coordination under a separate agreement, but we do not promise that an application will succeed.
It is not, in either sense. FastDriver.eu is neither a recruitment agency nor an agent de munca temporara. That distinction matters in Romania because licensed placement agencies play a regulated role in third-country hiring. No driver is ever employed by the portal, hired out through it or party to a contract with it. Your business handles selection and employment.
Because its industrial base contracted and agriculture absorbed what was left. Registered unemployment here runs at nearly three times the national rate and has stayed near that level throughout the year, the highest of any county. The county council’s own records show that many former industrial facilities operate below capacity or stand closed, the plainest explanation available.
On the evidence, yes, and the page should say so rather than soften it. Output per head sits at around two-thirds of the national average and about four-fifths of the regional one, placing the county in the bottom quarter nationally, and both gross and net wages have run below national levels for years. For an employer, this is a recruitment advantage on pay and a constraint on local demand.
Bulk haulage with a pronounced season. Almost a third of the employed population works in agriculture, arable land makes up over nine-tenths of the county’s farmland, and cereals take around three-fifths of the cultivated area, with oil plants close to a third. The county ranks first in Romania for wheat and rye. That means tipper and walking floor work concentrated into harvest rather than spread across the year.
Enough to generate specialised freight, though less than the plant list suggests. Koyo Romania makes bearings at Alexandria and exports most of its output; Combinatul Chimic and the fertiliser producer Turnu operate at Turnu Măgurele; Zimtub makes welded pipe at Zimnicea; Electrotel is electrotechnical at Alexandria; and Petrom extracts oil at Videle. Machinery and metal processing isaccount forbout a third of the county's industry, foand od processing about a fifth.
Because no large private employer remains. The biggest single employer in a county of well over three hundred thousand people is Apa Serv, the municipal water and sewerage company, with fewer than five hundred staff. That statement better reflects the county’s economic position than any ratio, and for a haulier it means local candidates are unlikely to come from a large, structured employer with fleet experience.
The county has two river ports, Turnu Măgurele and Zimnicea, and a ferry crossing at Turnu Măgurele that was reported to shorten the road distance between the Balkan Peninsula and Central Europe by around 300 kilometres. Both locations were among the Bulgarian border crossing points closed once full Schengen membership removed checks on persons, so plan river freight and road routing separately.
Decisively, on money at least. Average pay here is the lowest of these eight counties and roughly a quarter below the national average, so a properly constructed extern package doesn't compete with local employers on wages; it wins comfortably. It is competing for a categoria C+E holder willing to be away from home, and that is a different argument the advert has to make on its own terms.
Small, but not the smallest in this group. A same-day count on a major Romanian board put Teleorman ahead of Giurgiu, Călărași, and Ialomița, but behind Dâmbovița, Prahova, Ilfov, and Argeș. Counts drift from day to day, so treat it as an order of magnitude: a modest market in which a precise, honest advert stands out more than it would in a crowded one.
Whichever the load actually needs, named explicitly. Dangerous goods in packages and dangerous goods in tanks are separate certificates issued by the national road authority, and holding one does not confer the other. With a chemical works and a fertiliser producer in the county, both appear in practice, so an advert asking only for ADR will draw candidates who cannot do the job it means.
With the salary and the diurnă stated separately. The allowance for days spent working abroad is a large part of what a Romanian international driver takes home. Hence, a single monthly figure can make a strong offer look ordinary, which matters more here than anywhere given the local baseline. Give the basic pay, give the allowance per calendar day away, name the currency of each. Figures are not published here.
One combined application on a new state platform now does the work the aviz used to do. The transition left a gap rather than an overlap: the old route was switched off months before the new platform opened, so for a period there was no working way in. Published guidance still describing an aviz de angajare is out of date and should not be used to set expectations.
Only if it meets the employer threshold, which few in this county will; direct filing requires a trading history, an average headcount above a published level, and a financial guarantee for each foreign worker. Operators below that headcount must use a licensed placement agency. Given that the county’s largest employer has fewer than 500 staff, the agency route is the realistic one here.
Documents the visa does not bring. The attestation an operator holds for a named driver requires a Romanian driving licence and the professional qualification, and the tachograph card cannot be issued until the work authorisation exists. So the order is admission, then licence by exchange or examination, then the qualification, then the attestation. Qualification exams are available in English.
The day before work starts, not afterwards, which is the detail most often missed. The employment contract must be submitted to the national register of employees before the first shift, and the register recently changed its name and platform, so older checklists refer to a retired system. Fines for undeclared work are severe per person and capped at a high cumulative ceiling per employer.
Harvest bulk haulage, fertiliser and chemicals with ADR, river port work or international running against very low local pay: name the categoria, the attestations and the season, and let Teleorman drivers apply to you.
Teleorman employers recruit, select and employ their own drivers; the portal carries the vacancy and goes no further.
