For Botoșani Employers
Botoșani is the only county in Nord-Est that touches both Moldova and Ukraine, and the Prut carries two of its border posts. It is also one of the poorest counties in Romania, with output per head below half the national figure and wages in the bottom band. For an employer that cuts both ways: a serious driver package outbids the local market by a wide margin, but the county has no confirmed haulage cluster and the number of people already holding C+E is the real limit.
Your vacancy, your shortlist • No placement, no secondment • Permission guidance under separate agreement
Botoșani is a border county with textiles, food, electrical components and a glass and porcelain base, two municipalities and seventy odd communes. Freight here is plant collection, retail distribution and extern community work recruited out of the county.
Name categoria C+E or categoria C as a driver here would read it, state whether the atestat profesional marfă and a valid card tahograf are required at interview or can be arranged after, and list the vacancy at www.fastdriver.eu/jobs/romania.
What FastDriver.eu does here is narrow by design: it publishes your advert. There is no agency relationship, no agent de muncă temporară function, no candidate supplied or hired out to you. The employment relationship begins and ends with you.
Worth knowing before you plan around this county: we could not confirm a single named industrial park, logistics zone, distribution site or local haulier in Botoșani, and no driver adverts were gathered in the county. That is a genuine thinness in the market, not a gap we are papering over. The national picture sits on the Romania employer page.
Recruitment in Botoșani divides between extern community work advertised by operators from outside the county, van work on the same routes, and intern distribution serving the towns and the industrial plants.
Extern work on categoria C+E, advertised as șofer profesionist or șofer TIR and sold on the phrase pe comunitate. Most candidates in this county who hold the category are already looking at this segment, so an advert competing with it needs to be specific about rotation length.
Van work on categoria B running internationally, a real segment in Romania and one open to drivers without C+E. Note that light commercial vehicles in international carriage now fall inside the tachograph obligation, so the driver needs a card tahograf as well.
Domestic categoria C+E work collecting from the county's textile, food and electrical plants and trunking to customers elsewhere in Romania. Sold on home time rather than earnings, so state the nights out honestly, since the comparison candidates make is with extern work.
Rigid distribution around Botoșani and Dorohoi on categoria C with the atestat marfă. Intern, multi-drop, local knowledge useful. This is the role most likely to recruit someone who lives in the county already rather than someone returning from abroad.
The county's glass and porcelain base is unusual in Romania and makes for an awkward freight profile: light, bulky, easily damaged, and intolerant of rough handling. If that is the traffic, say so in the advert, because it screens for a different driver than palletised food work.
Because so little is published about haulage in this county, a Botoșani advert carries more weight than usual: candidates have few other signals. Describe the vehicle, the route and the pay structure concretely rather than in general terms.
Botoșani city sits in the north of the county with Dorohoi further north again, and the eastern edge of the county runs along the Prut towards Moldova while the northern edge meets Chernivtsi Oblast. For a driver, this is a corner position: journeys out of the county are long before they reach a motorway.
The two border posts, Rădăuți-Prut towards Lipcani and Stânca towards Costești, sit on the eastern side of the county. The Stânca and Costești dam and hydroelectric station stand on the Prut at the second of them.
Botoșani city and Dorohoi carry the urban population between them, and the rest of the county is rural across more than seventy communes. A depot in the city will draw from a wide rural catchment, with long commutes attached.
Nothing in this county sits near a motorway. The nearest open motorway access for a Botoșani operator is in Bacău, several national road hours to the south, so domestic journey times should be planned on single carriageway speeds throughout.
Driver work differs sharply between the capital ring, the Black Sea port, the western gateway counties and the eastern border. Open another county to see the hiring information that applies there.
Romanian drivers search in Romanian. An advert written only in English will miss most of the domestic market.
Sofer profesionist is the dominant advert title. Sofer TIR signals international work and is read that way immediately. Sofer camion and sofer de distributie name the vehicle and the job. Conducator auto is the formal register that appears in documents and regulations rather than in adverts.
Intern or extern is the first thing a Romanian driver looks for, because it decides whether they are home each night or away for weeks. Put it in the headline. An advert that leaves it out collects applications from people who withdraw once they find out.
Pe comunitate is the phrase that signals the well paid international segment. It is worth using where it is true, and worth avoiding where it is not, because drivers treat it as a promise about earnings.
Write the licence as C+E. That form appears far more often in real adverts than CE, by a wide margin, and writing it the other way marks an advert as drafted by someone outside the trade.
The qualification is the atestat profesional, for marfa or for persoane. Adverts list it alongside the card tahograf and ADR where the load requires it. Name only what the role genuinely needs.
Pay needs two numbers, not one. Salary and diurna are quoted separately in Romanian adverts, and for international work the daily allowance is a very large part of what a driver actually takes home. An advert that gives only the salary reads as badly paid even when it is not.
Romanian drivers read an advert for the route, the vehicle, the time away and the two pay figures. An advert that answers those four things gets better applications than one that lists benefits.
FastDriver.eu operates as a European driver job portal and allows candidates elsewhere in Europe and in eligible international markets to find and apply for suitable Romanian vacancies.
Start by ignoring most of what is published about this, because the system changed. The separate work permit that employers used to apply for has been abolished and replaced by a single application filed on a state platform. The old route was switched off months before the new platform opened, so guidance written before the change is not just dated, it describes a procedure that no longer exists.
Drivers sit on the shortage occupations list, which is the gate for the main employment route. For a haulier that is genuinely good news and it is the part of the system working in your favour.
The real barrier is not the paperwork. Filing directly requires a trading history, an average headcount above a published threshold and a financial guarantee for each worker. Most Romanian hauliers sit below that headcount, which means they cannot file at all and must go through a licensed placement agency instead. Check which side of that line your company falls on before you plan anything else, because it changes the whole approach.
The annual quota is a single national figure rather than a transport allocation, and it was cut rather than raised. A large share of it is consumed well before the year ends, so an application late in the cycle competes for what is left.
Employers in Botoșani may receive applications from drivers based in Romania, elsewhere in the EU and EEA, Switzerland, the wider European region, Asia, Africa, Gulf countries, North America, Latin America and other eligible international markets.
EU, EEA and Swiss citizens may work in Romania without an authorisation. A Moldovan national holding Romanian citizenship is an EU citizen and needs nothing, while one without it faces full external border checks, because the Romanian border with Moldova is now a Schengen external frontier. The difference is large and it is worth establishing early in a conversation rather than late.
The employment contract has to reach the national register before the driver starts work, not afterwards. The register changed name and platform recently, and the penalties for undeclared work are severe with a high ceiling, so this is not a formality to leave until the first week.
A candidate's ability to work here depends on nationality, residence status, professional qualifications, driving licence validity and the requirements of the individual position. Nationality alone never settles it. Drivers can check their own position through our driving licence eligibility guidance.
FastDriver.eu can provide process guidance and document coordination when a candidate needs support. It does not make government decisions and cannot promise an approval.
Name the licence category in the advert. A Romanian driver reads it first, and C+E in the headline tells them immediately whether the job is theirs.
Freight work uses C and C+E, with C1 and C1E for lighter rigid vehicles. Passenger transport uses D and D1.
Age limits matter when you are planning a pipeline. C1 and C1E open at eighteen, C and C+E at twenty one and reduce to eighteen for a driver holding the professional qualification. D and DE open at twenty four and reduce to twenty one on the same basis. Heavy categories run five years.
Romania asks for something most member states do not. A professional driver needs an annual medical check and an annual psychological check, and the psychological opinion is also part of the file for exchanging a foreign licence. Employers arriving from elsewhere in the EU are regularly caught out by it.
The atestat profesional is issued by the national road authority, separately for goods and for passengers, and renewed every five years. A shorter conversion route exists for a driver moving between the two, so an experienced goods driver is not starting again to work on passenger transport.
Foreign licences need checking before you make an offer. EU and EEA licences exchange without a test. Beyond that it depends on whether the issuing country appears on the convention or reciprocity lists, and where it does not the driver sits the Romanian theory and practical examination, which they may now do without compulsory driving school.
Several of the countries Romanian hauliers recruit from most heavily could not be found on those exchange lists. That is not a conclusion that they are absent, but it does mean the question has to be settled for the specific country before a contract is signed, not assumed.
A professional qualification obtained outside the EU or EEA is not recognised here. An experienced driver arriving from outside Europe takes the Romanian qualification whatever they held before.
This is where the real timeline lives, and it is longer than most employers expect. The driver attestation that a Romanian operator needs in order to put a third country national on international work requires a Romanian licence and the professional qualification. A newly arrived driver has neither. The tachograph card also requires the work authorisation first. So the sequence is admission, then licence, then qualification, then attestation, and an employer who budgets only for the visa will be short by months.
One thing works in your favour. The professional examinations have been made available in English, which was done specifically to serve drivers recruited from South and South East Asia, so the qualification stage no longer requires Romanian first.
Unlike several other member states, the forklift authorisation in Romania is a genuine state authorisation issued to the individual rather than a permission the employer grants. ADR is required where the load needs it. Verifying the original documents remains the employer's responsibility.
Botoșani holds two Schengen external border posts: Rădăuți-Prut towards Lipcani and Stânca towards Costești, both on the Moldovan frontier, where checks are full external checks in both directions. The county also borders Chernivtsi Oblast in Ukraine, but no Ukrainian crossing point inside Botoșani could be identified, so an operator should confirm with the border police which post to route Ukrainian traffic through rather than assuming a local one. Which of the Prut posts take heavy goods vehicles, and under what weight limits, is also unverified.

Both of the region’s external frontiers. Botoșani is the only county in Nord-Est that borders the Republic of Moldova and Ukraine, meeting Moldovan districts along the Prut to the east and Chernivtsi Oblast to the north. Since Romania joined Schengen in full, both are external borders, so crossings there are fully checked. At the same time, the Hungarian frontier to the west no longer does.
Two, both towards Moldova: Rădăuți-Prut to Lipcani, and Stânca to Costești, the second sitting by the dam and hydroelectric station on the Prut. Despite the county bordering Ukraine, no Ukrainian crossing point inside Botoșani could be identified, which is a gap in the sourcing rather than proof that none exists. Confirm the routing with the border police before committing a vehicle.
Not in any section, open, under construction or planned. The A7 corridor runs north through Bacău and Neamț into Iași county and is designed to continue toward Suceava, leaving Botoșani entirely off the route. For an operator here, that means a national road for every domestic journey and a long leg before the open motorway starts, which any scheduling assumptions should include. should include
Per-capita output in Botoșani sits below half the national figure, and average earnings are in the bottom band of Romanian counties. A properly paid driver job, especially an extern one, therefore stands well above the local alternative and does not need to compete on wage. It competes for the small number of residents who already hold categoria C+E, or who will train for it.
None could be confirmed. No named industrial park, logistics zone, distribution site or local haulage firm in the county was identified, and no driver adverts were gathered here either. The honest conclusion is that an employer should not expect to poach from an established local cluster. Build the catchment from the towns and the industrial plants, and expect to train.
The county’s base is textiles, food, electrical components, and glass and porcelain. The last of those is unusual in Romania and produces light, bulky, fragile freight that needs careful loading and a driver who will not rush a delivery. Textiles and food are more ordinary, palletised, curtain-sider work. Naming the actual traffic in the advert screens candidates better than naming the vehicle alone.
Shrinking, and it has been for a long time. The county has lost a substantial share of its population across the census series, and the loss hits the working-age cohort hardest because emigration took people between their mid-twenties and mid-forties first. Botoșani is one of four counties in this region still contracting, while Iași and Suceava are growing.
The answer splits on citizenship, and the split is sharp. A Moldovan who also holds Romanian citizenship is an EU citizen: no work permission, no quota, and no external border friction at the Prut. A Moldovan without it faces full external checks and the third-country route, and may fall under an exemption whose current status must be checked against the law as it stands. We found no evidence either way on how much Romanian hauliers actually recruit this way.
A single application filed on a new state platform, which took over when the aviz was abolished. Most published guidance still describes the old document, so treat anything mentioning an aviz as out of date. The gap between switching off the old route and opening the new platform lasted months, so an employer planning an intake should verify what the platform currently requires.
In most cases, yes, because of the employer threshold rather than the forms. Filing a work permit application directly requires a trading history, an average headcount above a published threshold and a financial guarantee for each worker brought in. A small haulier below that headcount must go through a licensed placement agency instead, which changes both cost and timing.
Driver occupations appear on the published shortage occupations list, which opens the main employment route. It confers eligibility rather than priority: there is no reserved block of places for transport, and the list is reviewed periodically, so employers should check that the occupation remains on it when filing the application rather than relying on an earlier reading.
Because three further gates sit behind it: a third-country driver needs a Romanian driving licence, and an operator needs a professional qualification before they can obtain the driver attestation for international work. The tachograph card cannot be issued until the work authorisation exists. The sequence runs admission, licence, qualification, attestation, and each step has its own queue.
The national road authority issues the atestat profesional, in a goods version and a passenger version, renewed every five years, with a short conversion route for a driver moving between the two. The driving licence comes from a different authority in a different ministry and is filed in the county of residence. Sending a candidate to the wrong counter loses weeks, so name both in your offer letter.
Romania is unusual here. The forklift document is a genuine state authorisation issued to the individual, not an employer permission as in several other member states, and adverts ask for it by name. A warehouse hire arriving from Romania brings a transferable document; a candidate arriving from elsewhere will usually need the Romanian authorisation before working a truck in your yard.
Before the driver starts work, not after, and that is the detail employers most often get wrong. Employers must submit the employment contract to the national register of employees before the first shift, and the register has recently changed name and platform. Penalties for undeclared work are severe per person and capped at a high ceiling, so the sequence matters.
It is a job portal for driver vacancies and nothing more. No driver is employed by FastDriver.eu, placed with you, or seconded to you, and it is not an agent de muncă temporară. You advertise, applications come to you, and you interview and hire in your own name. If work authorisation is required, guidance and document coordination are available under a separate agreement.
Botoșani gives an employer little published data to work from, so the advert itself does the work. Set out the vehicle, the route, the licence category and the allowance structure, and let candidates in the county apply to you directly.
Employers in Botoșani select and employ their own drivers; we only carry the advert.
