Write for a driver who will not find you by browsing. Use motorista de pesados with the category as C+E, say whether the run is national, Portugal and Spain, or international, and state whether the CAM has to be in hand. Motorista de pesados internacional, on C+E. One operator registered in the district trades under a name declaring international transport, so the work exists locally. Routes run out through Vilar Formoso and across Spain, which is where every continental trip from Portugal begins.
C+E work on the A25 towards the frontier and back, described as Portugal and Spain routes rather than by any trade shorthand. Viseu sits mid-corridor, so a driver is on the Spain axis without living on the border. Nights out, with allowances quoted separately.
National trunking on the A24 and A25, both now toll-free, moving goods between the coast and the interior towns. Advertised as motorista de pesados, category C+E. The sub-region takes in more than it sends out, so inbound legs tend to be the loaded ones.
Category C or C+E for aggregates, timber and agricultural bulk around Tondela, Mangualde and Castro Daire. National work on a day radius. Vehicles working forest and farm land in summer carry extra equipment duties, which is worth saying in the advert.
Motorista de ligeiros on category B, or motorista de pesados on C for a rigid, serving Viseu, São Pedro do Sul and the smaller towns. National multi-drop work, home each night, and the most likely first job for a driver new to the category.
With no local advert to compare against, a candidate here judges your vacancy against what they have seen in Aveiro or Porto. Be exact about the vehicle, the nights away and the allowances, because vagueness reads as a worse offer than it is.
Viseu city holds a little over seventy thousand people in its urban area and the district spreads thinly around it, at a density well below the coastal districts. The A25 runs east to west across it and the A24 north from the city, so a driver's commute here is measured in motorway minutes rather than town distances.
Mangualde and Penalva do Castelo are the haulage end of the district, with established road freight operators registered at both. Tondela, São Pedro do Sul and Castro Daire are the other larger municipalities of the statistical sub-region.
Named industry is thin on the ground and the research says so rather than inventing depth: linen production at Viseu, and no industrial park, plant or logistics site anywhere in the district that could be confirmed. Do not build an advert around a site you cannot name.
The Viseu Dão-Lafões statistical unit covers fourteen municipalities, and the district holds more than that. The northern municipalities fall into other sub-regions, so a figure published for Dão-Lafões does not describe the whole district your advert reaches.
Population decline across the sub-region has been mild, around a third of a per cent a year over the measured period. That is a third of the rate recorded for the Serra da Estrela sub-region, so the emptying-out story told about the far interior does not transfer here.

Portuguese drivers search in Portuguese. An advert written only in English will miss most of the domestic market.
Motorista de pesados is the dominant advert title, with motorista de ligeiros second. Pesados and ligeiros, heavy and light, is the first thing a Portuguese advert settles, and a driver reads it before anything else.
Write the licence as C+E. That form appears more often in real adverts than CE.
Two terms that work elsewhere do not work here. Motorista TIR appeared in no advert found, unlike in Romania where it is standard, so an advert using it reads as written from outside the market. Servico iberico was not found either, so describe Portugal and Spain work in plain words rather than reaching for the label. Internacional is the word that signals work beyond the peninsula.
The qualification is the CAM. Adverts list it alongside the cartao de tacografo and ADR where the load needs it. Name only what the role genuinely requires.
Pay needs more than one figure. Portuguese adverts quote a base salary with ajudas de custo, and the TIR premium stated separately where it applies. An advert giving only the base reads as badly paid even when the total is competitive.
Condutor is the formal word that appears in regulations and on documents. Motorista is what the job is called. Use motorista in the advert and keep condutor for the paperwork.

Portugal is more open than most of Europe on this, and it is worth saying plainly because employers rarely believe it. There is no labour market test and no quota for a work visa. You are not required to demonstrate that no Portuguese or EU candidate was available.
What has changed is the way in. The route that allowed someone to enter and regularise afterwards has been abolished, and a great deal of guidance still online describes it. Acting on that guidance would cost months. The visa now has to be obtained before travel.
The same applies to the Portuguese speaking countries route, which was known for allowing entry first and paperwork later. It now requires a residence visa obtained in the country of origin. For Brazilian recruitment in particular, that is the single biggest practical change in recent years.
One planning point is worth more than the rest put together. The residence visa itself authorises work for an initial period, so the start date is not tied to the processing queue for the residence card. Employers who think the driver cannot begin until the card arrives have the sequence wrong and lose weeks to it.
The job seeker visa does not help here. It was restricted to highly qualified work and a driving role does not come within it.

EU, EEA and Swiss citizens may work in Portugal without authorisation. Licence validity and the professional qualification still apply to them exactly as they do to a Portuguese driver.
One employer duty has a short fuse and catches people out. The hire has to be reported to Social Security in the twenty four hours before the contract takes effect, not afterwards. There is a second notification to the labour authority before work begins, which almost no published guidance covers. Penalties scale with the size of the company and can include repayment of public funding and publication of the decision.
A candidate's ability to work here depends on nationality, residence status, professional qualifications, driving licence validity and the requirements of the individual position. Name the licence category in the advert. A Portuguese driver reads it first, and C+E in the headline settles whether the job is theirs.
Freight work uses C and C+E, with C1 and C1E for lighter rigid vehicles. Passenger transport uses D and D1.
Ages depend on which qualification route the driver took, which is unusual and worth understanding. C and CE open at twenty one, or at eighteen for a driver holding the full professional qualification. D and DE open at twenty four, or at twenty one on the same basis. The shorter accelerated route does not buy the same reduction, so two drivers of the same age can hold different entitlements.
Every heavy renewal needs a medical assessment and a psychological one. Both, not one.
There is an age limit that catches fleets out. At sixty seven a CE entitlement drops to a much lower weight, and the passenger categories end and cannot be renewed. Worth knowing before a rota is built around one driver.
Foreign licence exchange splits three ways, and the middle tier is where offers die. Drivers from the Portuguese speaking countries and from OECD states exchange every category with no driving examination, with a psychological assessment for the heavy ones. Drivers from other convention countries exchange only the light categories directly and must sit Portuguese theory and practical tests for anything heavy. Drivers from countries outside the conventions cannot drive on the licence at all.
Brazil is the one to get right, because of the volume. The recognition arrangement covers car and motorcycle categories only, so a Brazilian driver cannot work heavy on the Brazilian licence. They can exchange into a Portuguese heavy licence without an examination, which is a good position, but the exchange is not optional and it has to happen before they drive for you.
Then there is the ninety day trap. A driver has ninety days from establishing residence to lodge the exchange while still driving. After that they may lodge for up to two years, but they may not drive in the meantime. Past two years a practical test becomes compulsory. Employers plan around the two year figure and miss the ninety day one, and the driver sits idle while the file moves.
A professional qualification obtained outside the EU or EEA is not recognised. The real sequence is exchange the licence, then take the accelerated initial qualification, then pass the aptitude examination. Budget for all three rather than for the visa alone.
Portugal has no state forklift licence. The permission rests on certified training plus the employer's own written authorisation. The driver attestation needed for a third country national is issued by the IMT and requires a declaration from the labour authority that the driver is lawfully employed. Verifying the original documents remains the employer's responsibility.
Viseu is the one district in this cluster where two motorways lost their tolls on the same date. The A24, running from Viseu to Chaves, and the A25, running from Gafanha da Nazaré through the district to Vilar Formoso, both came off the former shadow-toll list, so interior linehaul from here got cheaper overnight on both axes. The A25 also carries the E80 designation between Aveiro and Vilar Formoso and forms part of the trans-European Atlantic Corridor, which is the formal basis for treating Viseu as a Spain-facing base. One caution: the source for the toll change sets out savings by vehicle class without stating the position for classes 3 and 4, so get the heavy vehicle treatment confirmed by the concessionaire before you rebuild route costs on it.

The research confirmed two, both in or near Mangualde. Mangualtrans, Transportes Rodoviários, is registered on Rua da Paz in Mangualde, and Mangualcar, Transportes Internacionais, is registered in Penalva do Castelo. Both carry the road freight activity code, and both were founded decades ago. The second company’s registered name itself shows that international haulage operates from this district, not only from the coastal ports.
Across roughly sixty adverts on the aggregator pages searched, none were located in this district. At the same time, the major board maintains a driver listing page for Viseu, including a postcode variant. Read that as thin aggregator supply rather than absence of work. An employer here should expect to recruit through direct approaches and local agencies, and should not judge the labour pool by what a board shows.
It is better placed than the map suggests. The A25 crosses the district on the axis from the port of Aveiro to the frontier at Vilar Formoso, carries the E80 designation on that stretch and forms part of the trans-European Atlantic Corridor. A driver living here is on the Spain corridor without living on the border, which widens the pool you can recruit from for Iberian work.
It does, and it is an equipment duty rather than a driving restriction. During the statutory critical period, which runs from the start of July to the end of September and which the Government can extend, you may not operate tractors, machinery, or heavy vehicles without fire extinguishers, spark retention systems, or flame arrestors on the exhaust. Any vehicle you use in forests or on agricultural land in summer is subject to that rule.
Much less so, and the distinction matters when you are deciding where to base a vehicle. The Viseu Dão-Lafões sub-region lost population at around a third of a per cent a year over the measured period, against roughly three times that rate in the Serra da Estrela sub-region to the east. Average earnings here sit below Leiria, but above Beira Baixa and Serra da Estrela, so this is a middling market rather than a depleted one.
None could be confirmed, and the honest version is more useful than a guess. The research confirmed linen production at Viseu and nothing else by name, found no industrial park, plant, or logistics platform in the district, and noted that the sub-region imports more than it exports. That last point suggests inbound flows broken down locally, which is distribution and regional trunking work rather than factory-gate export loading.
Portugal has no such requirement. The quota for work visas was abolished, and so was the obligation to publish the vacancy for thirty days through the public employment service; therefore, no labour market test applies, and no occupation list needs to be matched. For an employer in a district where local advert supply is almost nil, that makes recruitment abroad a realistic option rather than a bureaucratic one.
The research could not establish the answer either way, and this page will not pretend otherwise. We examined four professional analyses of current immigration law, and none addressed changing employers; the reproduced text showed nothing on it. So do not tell a candidate they are tied, and do not assume they are free. Put the question to AIMA or to a Portuguese immigration lawyer before you build retention plans around it.
The mainland figure applies to a Viseu job, and that matters beyond payroll. Portugal has three minimum wages, one for the mainland and separate, higher ones for the Azores and Madeira, each set by its own regulation. A visa file requires the contract to state pay above the applicable minimum, so an employer recruiting into the islands on mainland terms fails both the visa and labour law conditions.
For the heavy group, the cycle is every five years to age seve—EEverytwo, years and each revalidationrequires bothh a medical and a psychological assessment rather than a medical alone. The licence should be revalidated up to six months before it expires. One expired by less than two years can be renewed without a special examination, but one expired by five years or more requires a training course and a passed practical test.
The standard initial qualification requires at least 280 hours, and the accelerated route at least 140, delivered by a training entity recognised by IMT, usually through a driving school. Continuing training then falls due every five years before the qualification expires. A goods driver moving to passenger work, or the reverse, sits only the modules and examination specific to the other mode, and no hour figure is published for that.
The activity rule applies to heavy vehicles. IMT states that driving heavy goods or heavy passenger vehicles professionally is permitted only to someone both licensed and certified, so the qualification belongs with the pesados job rather than with light distribution on category B. If your vehicle is a van, advertise it as motorista de ligeiros and don't ask for a qualification the job doesn't need, which only shrinks your field.
The driver does, in their country of residence, at the Portuguese consulate or its outsourced provider. Portugal has an employer-filed work permit, which is structurally different from France and Germany. Your part is the contract or promise of contract plus company documents: commercial registration, tax identification and proof that social security contributions are up to date. In some cases, the employer must open the appointment by email, so check the procedure for that country first.
You can, but you do not have to, and the distinction is worth getting right. Publishing through the public employment service is no longer a legal precondition for a work visa, as the advertising requirement was abolished. IEFP still operates a section for vacancies aimed at non-resident candidates, where it checks the offer and the employer and contacts consulates. Treat it as an optional extra channel whose current operation is worth confirming.
On the mainland, the labour inspectorate is ACT, working alongside PSP and GNR, with joint working groups meeting monthly on specific companies. A roadside check looks like this: a Social Security database check that the driver is registered, verification of the transport licence, a look at the transport guide, questions to the driver about who actually employs him, and tachograph analysis. AIMA is a civil agency with no police powers and does not inspect employers.
Shorter than the distances imply. Portugal has one of the densest motorway networks in Europe for its population, so domestic transits are predictable and often day-return, including the run from here to the coast. The constraint is geographic, not road quality: Portugal sits at the end of the European network, so every international load from this district starts with a long Spanish transit before it reaches a second country.
Because nothing here is visible on the boards, the advert has to do more work. Name Mangualde or Viseu, name the category and the route type, and state what the driver takes home on top of the base.
