Portugal is more open than most of Europe on this, and it is worth saying plainly because employers rarely believe it. There is no labour market test and no quota for a work visa. You are not required to demonstrate that no Portuguese or EU candidate was available.

There is an age limit that catches fleets out. At sixty seven a CE entitlement drops to a much lower weight, and the passenger categories end and cannot be renewed. Worth knowing before a rota is built around one driver.
Foreign licence exchange splits three ways, and the middle tier is where offers die. Drivers from the Portuguese speaking countries and from OECD states exchange every category with no driving examination, with a psychological assessment for the heavy ones. Drivers from other convention countries exchange only the light categories directly and must sit Portuguese theory and practical tests for anything heavy. Brazil is the one to get right, because of the volume. The recognition arrangement covers car and motorcycle categories only, so a Brazilian driver cannot work heavy on the Brazilian licence. They can exchange into a Portuguese heavy licence without an examination, which is a good position, but the exchange is not optional and it has to happen before they drive for you.
Then there is the ninety day trap. A driver has ninety days from establishing residence to lodge the exchange while still driving. After that they may lodge for up to two years, but they may not drive in the meantime. Past two years a practical test becomes compulsory. Employers plan around the two year figure and miss the ninety day one, and the driver sits idle while the file moves.
A professional qualification obtained outside the EU or EEA is not recognised. The real sequence is exchange the licence, then take the accelerated initial qualification, then pass the aptitude examination. Budget for all three rather than for the visa alone.
Portugal has no state forklift licence. The permission rests on certified training plus the employer's own written authorisation. The driver attestation needed for a third country national is issued by the IMT and requires a declaration from the labour authority that the driver is lawfully employed. Verifying the original documents remains the employer's responsibility.
Three things an employer here can act on. For professional work, certainly, and this is where employers get caught out. IMT states that driving heavy goods or heavy passenger vehicles as an occupation is permitted only to a person who is both licensed and certified, so the qualification attaches to the pesados job whether the vehicle is rigid or articulated. The licence alone is not enough. Only the light categories sit outside that rule.
Four documents, in this order. The driving licence, with the category you actually need and the D on it; the code 95 endorsement on that licence, which is the professional qualification for a resident driver. The tachograph driver card, issued by IMT for five years. And, for Drivers from outside the EU, the visa or residence title that the written contract must refer to. Record each one in the employment file.
They can, and you grant the permission rather than the state; it has no forklift licence and keeps no register of operators. The work equipment rules require that self-propelled equipment be driven only by properly qualified workers, which in practice means a training certificate from a provider plus your own written authorisation naming the person. Keep both in the file, because the duty is the employer’s: recruited abroad, begin work at our depot?
On arrival, in the ordinary case. The residence visa runs for a set initial period with two entries; it expires, with an AIMA appointment already scheduled for the residence permit, so the driver doesn’t have to wait for a card before taking a vehicle out. Employers who hold the start date until the permit arrives lose months. Build the plan around the consulate stage instead.
Their side of the file is longer than most employers expect: the application form, two photographs, a valid passport, proof of regular status where they are applying from, travel insurance, a criminal record certificate, evidence of accommodation for at least a year, and proof of means based on the Portuguese minimum wage multiplied by the months of intended stay. Your contract or promise of contract sits alongside all of that.
Within 24 hours before the contract takes effect, not afterwards, through Segurança Social Direta. A narrow exception allows reporting just after the start for very short-term shift work. Late reporting is a serious offence, and if a breach is detected, the law presumes the worker started on the first day of the sixth month before, turning an administrative slip into an expensive one.
That was not established, so do not assume either way. The certificate issue or tissues for third-country drivers rests on the European rules for Community licence operations, and the IMT page consulted did not say whether it is required for cabotage or purely national work.
