An employer offering long-distance international work from Coimbra should expect to recruit from outside the district and to say so in the advert. Recruitment here runs to port drayage and bulk work at Figueira da Foz, regional multi-drop around the city, and the occasional plant or site vehicle rather than long-haul linehaul.
Figueira da Foz moves containers purely to and from its own hinterland, which makes this a skeletal trailer job on C+E with short legs and several turns a day. National work, advertised as motorista de pesados, and the radius is the selling point rather than the pay.
Solid bulk is the growth line at the port, so tipper and walking floor work exists for C+E holders. Loads run inland from the quays. Advertised as motorista de pesados, national only, and tipping competence is worth checking rather than assuming.
A liquid bulk terminal at the port resumed operations and has taken tanker calls. Carriage of dangerous goods needs the IMT ADR certificate, renewable on a five year cycle, and Portuguese adverts name ADR in the title. C+E, national work.
Motorista de ligeiros or motorista de distribuição, on B or C depending on gross weight. Multi-drop work around Coimbra and Condeixa-a-Nova, often early starts, home each night. National only, and the licence category decides who can apply.
The one advert located in the city was titled motorista de equipamentos pesados, which signals plant and site vehicles rather than road linehaul. Category C or C+E with the CAM. National work, and the title is worth copying if that is what you run.
Be careful not to promise distance this district does not generate. A Coimbra advert that implies international running when the work is a day radius will lose the driver in the first month, and it tends to be the agency adverts that blur this.
Two centres, not one. Coimbra sits inland on the river, Figueira da Foz on the coast with the district's port, and they are far enough apart that a district-level advert tells a driver nothing useful about the journey to work. The Radial de Coimbra and the A13 carry the approaches to the city.
Figueira da Foz is the freight end. The port handles solid bulk, a liquid bulk terminal and a container operation that serves its own hinterland and nothing else, and its authority has been procuring a maritime accessibility and infrastructure upgrade.
Coimbra itself is where the people are, with an urban population several times that of the port town. Hospital, university and administrative activity drives most of the vehicle movements in the city, which is light rigid and van work rather than articulated.
Beyond those two, the research confirmed no industrial park, plant or logistics site anywhere in the district, and a single local haulier. Treat the rest of the district as thinly covered rather than quietly assuming depth.

Portuguese drivers search in Portuguese. An advert written only in English will miss most of the domestic market.
Motorista de pesados is the dominant advert title, with motorista de ligeiros second. Pesados and ligeiros, heavy and light, is the first thing a Portuguese advert settles, and a driver reads it before anything else.
Write the licence as C+E. That form appears more often in real adverts than CE.
Two terms that work elsewhere do not work here. Motorista TIR appeared in no advert found, unlike in Romania where it is standard, so an advert using it reads as written from outside the market. Servico iberico was not found either, so describe Portugal and Spain work in plain words rather than reaching for the label. Internacional is the word that signals work beyond the peninsula.
The qualification is the CAM. Adverts list it alongside the cartao de tacografo and ADR where the load needs it. Name only what the role genuinely requires.
Pay needs more than one figure. Portuguese adverts quote a base salary with ajudas de custo, and the TIR premium stated separately where it applies. An advert giving only the base reads as badly paid even when the total is competitive.
Condutor is the formal word that appears in regulations and on documents. Motorista is what the job is called. Use motorista in the advert and keep condutor for the paperwork.
One local wrinkle on vocabulary. The driver advert located in the city was headed motorista de equipamentos pesados rather than the usual motorista de pesados, so if you run plant, tippers or site machinery it is worth matching that title as well as the standard one. Job boards also index this district at postcode level, with separate listing pages for Figueira da Foz alongside the city, which means a well-named base reaches the right search.

Portugal is more open than most of Europe on this, and it is worth saying plainly because employers rarely believe it. There is no labour market test and no quota for a work visa. You are not required to demonstrate that no Portuguese or EU candidate was available.

Employers who think the driver cannot begin until the card arrives have the sequence wrong and lose weeks to it.
The job seeker visa does not help here. It was restricted to highly qualified work and a driving role does not come within it.
Employers in Coimbra may receive applications from drivers based in Portugal, elsewhere in the EU and EEA, Switzerland, the Portuguese speaking countries, the wider European region, Asia, Africa, North America, Latin America and other eligible international markets.
EU, EEA and Swiss citizens may work in Portugal without authorisation. Licence validity and the professional qualification still apply to them exactly as they do to a Portuguese driver.
One employer duty has a short fuse and catches people out. The hire has to be reported to Social Security in the twenty four hours before the contract takes effect, not afterwards. There is a second notification to the labour authority before work begins, which almost no published guidance covers. Penalties scale with the size of the company and can include repayment of public funding and publication of the decision.
A candidate's ability to work here depends on nationality, residence status, professional qualifications, driving licence validity and the requirements of the individual position. Name the licence category in the advert. A Portuguese driver reads it first, and C+E in the headline settles whether the job is theirs.
Freight work uses C and C+E, with C1 and C1E for lighter rigid vehicles. Passenger transport uses D and D1.
Ages depend on which qualification route the driver took, which is unusual and worth understanding. C and CE open at twenty one, or at eighteen for a driver holding the full professional qualification. D and DE open at twenty four, or at twenty one on the same basis. The shorter accelerated route does not buy the same reduction, so two drivers of the same age can hold different entitlements.
Every heavy renewal needs a medical assessment and a psychological one. Both, not one.
There is an age limit that catches fleets out. At sixty seven a CE entitlement drops to a much lower weight, and the passenger categories end and cannot be renewed. Worth knowing before a rota is built around one driver.
Foreign licence exchange splits three ways, and the middle tier is where offers die. Drivers from the Portuguese speaking countries and from OECD states exchange every category with no driving examination, with a psychological assessment for the heavy ones. Drivers from other convention countries exchange only the light categories directly and must sit Portuguese theory and practical tests for anything heavy. Drivers from countries outside the conventions cannot drive on the licence at all.
Brazil is the one to get right, because of the volume. The recognition arrangement covers car and motorcycle categories only, so a Brazilian driver cannot work heavy on the Brazilian licence. They can exchange into a Portuguese heavy licence without an examination, which is a good position, but the exchange is not optional and it has to happen before they drive for you.
Then there is the ninety day trap. A driver has ninety days from establishing residence to lodge the exchange while still driving. After that they may lodge for up to two years, but they may not drive in the meantime. Past two years a practical test becomes compulsory. Employers plan around the two year figure and miss the ninety day one, and the driver sits idle while the file moves.
A professional qualification obtained outside the EU or EEA is not recognised. The real sequence is exchange the licence, then take the accelerated initial qualification, then pass the aptitude examination. Budget for all three rather than for the visa alone.
Portugal has no state forklift licence. The permission rests on certified training plus the employer's own written authorisation. The driver attestation needed for a third country national is issued by the IMT and requires a declaration from the labour authority that the driver is lawfully employed. Verifying the original documents remains the employer's responsibility.
Two operational facts an employer here can act on. The A13 between Coimbra and Atalaia and the A13-1 between Condeixa-a-Nova and Almaguês, the Radial de Coimbra, both stopped charging tolls, which cut the running cost of the district's main approaches outright. The source for that change sets out savings by vehicle class without stating the position for classes 3 and 4, so confirm the heavy vehicle treatment with the concessionaire before you rebuild a route cost. Second, the port authority at Figueira da Foz has been procuring an improvement to maritime accessibility and infrastructure, awarded with a single bidder, so access arrangements at the port are liable to change during the works and are worth checking before committing to fixed collection windows.

Short legs, not long ones. The port moves a little over two million tonnes a year, has grown on solid bulk, and handles container volume entirely to and from its own hinterland. A liquid bulk terminal resumed operations there and has taken tanker calls. For a driver, that means drayage, tipper, and tanker work within a day’s radius, with several turns rather than one long run.
On boxes, yes, which surprises most people. Figueira da Foz handled about 19,000 TEU in the last reported year, compared with roughly 12,000 at Aveiro, and the Figueira figure. At the same time, Aveiro’s fell by around a third. What matters is the kind of traffic. All of the Figueira da Foz container volume serves its own hinterland, so this is regional feeder work rather than transhipment.
None could be confirmed, and that is worth saying plainly rather than filling with generalities. The research located one haulier registered in the city, Académica Transportes, a small company carrying the road freight activity code. We verified no industrial park, manufacturing plant, or logistics platform in the district. Build the advert around the port and the city, not around a site you cannot name.
Less than employers recruiting here might hope. The vacancy found in the city was agency-placed and quoted a monthly figure near the national minimum, making it an entry-level or agency rate rather than a guide to experienced C+E pay. If you are offering more, including allowances on top, say so in the advert, because readers calibrate to what they have seen.
Nothing in the research says you can’t; we found no international vacancy advertised, the the the port’s container traffic is local, and thedistrict's economymy is weighted toward services. That is absence of evidence rather than proof of absence, but it points one way. If you need international C+E drivers, expect to draw them from outside the district and to put relocation or accommodation in the offer.
That route is closed. The manifestação de interesse, which allowed someone already in Portugal to obtain a residence permit based on work and contributions, was revoked, and the transitional window for legacy cases has closed. Much of the surviving online guidance still says that following it means employing someone who has no right to work, with the penalties that follow.
Not any more. The general job seeker visa was abolished and replaced by one restricted to highly qualified work, and appointments for the old version were cancelled outright. Professional driving does not fund the replacement, and the order defining which occupations it covers has not been confirmed as published. The usable route for a driver from outside the EU is the residence visa for employment.
It starts at a consulate: the change most recruiters have missed. A national of a CPLP country now must hold a residence visa obtained in the country of origin before applying to AIMA for the CPLP residence permit; visa-free arrival and regularisation from inside Portugal have ended. What survives is the permit’s longer initial validity and renewal cycle.
AIMA has a statutory nine months to decide, extendable once by the same period for complex files, and no published median waiting time exists. Do not plan the vehicle around it. The driver can already be working, because the residence visa authorises the activity, so treat the permit as paperwork completed around a driver already on the road.
An employment contract or a promise of one, compliant with the Código do Trabalho, naming your company and its NIPC, the duties, the working time, holiday and Christmas entitlement, and pay above the applicable national minimum wage. Signatures are notarised. The trap is the start date: it must fall at least fifteen days after the visa request, and an employer with an idle vehicle instinctively writes the earliest date possible.
The administrative fine is capped and depends on the number of workers involved, rising steeply with company size, and it is the smaller problem. The accessory sanctions bite harder: repayment of public benefits, subsidies or aid granted in the twelve months before detection, plus publication of the decision. For an operator that has drawn on any public support scheme, that repayment can far outlast the offence. Negligence is punishable, at halved limits.
It does. The Código do Trabalho requires a written contract with a foreign worker that identifies the parties and refers to the worker’s visa or residence authorisation, with the activity, place of work, working time, pay and start date. Keep a copy with the documents proving lawful entry and residence annexed, and give the driver a copy. A properly built file is the defence; a verbal arrangement is none.
Twenty-one is standard, or eighteen if the driver already holds a professional training certificate. Hence, the qualification is the gate rather than the age: passenger categories sittwenty-fourfour,twen ty-one one with the certificate. Portuguese treatment of the full and accelerated training routes for this reduction is not established, so verify with IMT before building a route around 118-year-old drivers.
Not as a qualification. Only driver aptitude certificates obtained in an EU member state, carried as code 95, are directly valid, so a professional certificate from outside the EU or EEA counts for nothing here. The sequence is licence exchange first, then the accelerated initial qualification(140 rtyy hours, then the IMT aptitude examination. Budget a training course and an examination slot, not just a visa.
After the Portuguese licence exists, not alongside it. IMT issues the driver card, valid for 5 years, and a valid driving licence is one of the input documents, so the card sits downstream of any exchange. The first issue needs the applicant in person for signature and photograph, even when the request starts online. Build that order into the start date rather than discovering it in week one.
Two things they catch fleets out. Every heavy renewal needs a medical and a psychological assessment, not just a medical. For sixty-seven, even the C+E entitlement is valid only up to a much lower maximum weight, and the passenger categories stop and cannot be renewed at all, regardless of how fit the driver is. Check the licence dates before you build a rota around one person.
If the work is a day radius out of Coimbra or the port, say that clearly and sell the nights at home. Name the town, the category and the allowances, and the right applications follow.
