Sines is the largest Portuguese port by tonnage, about three and a half times the size of Leixões, and it sits inside this district rather than in the Alentejo where it is usually discussed. Setúbal's own quays handle finished vehicles and mixed cargo a short run from the Palmela car plant. Manufacturing of motor vehicles is among the district's largest employment categories, exports and imports are close to balanced, and the secondary sector pays better here than the tertiary, which reverses the national pattern.

An industrial and transit district rather than a consuming one. A hundred and two thousand enterprises, three thousand of them in manufacturing, and driver work that divides between long single legs out of Sines and short repeated legs around the peninsula.
Spell out the vehicle and the paperwork, because both fetched driver adverts in this district did exactly that. Motorista de pesados, category written as C or C+E, a valid cartão de tacógrafo and a valid CAM, with the shift hours stated: one of those adverts ran a daytime week and the other ran nights. One boundary to be clear about. This portal publishes your vacancy and takes no part in the hiring: it does not supply drivers, holds no empresa de trabalho temporário licence, is not a recruitment agency and never appears on the employment contract. Selection and employment stay with you throughout.
The number to be careful with is the container figure. Terminal XXI handled around one point seven million units in the latest reported year, but a deepwater transhipment port in a district of nine hundred thousand people moves a large share of those boxes ship to ship rather than onto a trailer. The research behind this page could not measure that split, and says so. Size the fleet and the driver intake against hinterland contracts you have actually signed, not against the port's throughput, and read the permissions sequence on the Portugal employer page.
The role mix here splits by port before it splits by licence, and the two halves want different people on different rotas.

Advertised as tração local or distribuição capilar, door to door across Almada, Seixal, Barreiro and Montijo, on carta C or C+E. One fetched advert here ran this work overnight. National scope, driver home each shift, dense drops.
Tipper and bulk work around the industrial zone and construction, on C+E. Construction is among the district's largest employment categories, so the rival bidder for this driver is a building site rather than another haulier. Domestic work, early starts, home nightly.
An advert that says Setúbal and means Sines wastes everyone's time, because the two are an hour and a different working day apart. Name the terminal or the plant, and say whether the driver sleeps at home.
This district is two places joined by a motorway. The peninsula municipalities face Lisbon across the Tagus and most of their working population crosses it; the Alentejo coast around Sines faces the Atlantic and a port that runs on shifts. A driver will not treat the two as the same labour market, and an advert should not either.
Only about a third of residents are employed inside the district, against nearly six in ten in Grande Lisboa, because so many of them work across the river. Output per head sits at under half the Lisbon index.
That gives a local employer something unusual to sell. A driver in Almada or Seixal already pays for a commute and a bridge toll, so a depot on their own side of the water is worth money before the base is discussed.
Marateca deserves naming in any advert for the eastern half. The A2 to the Algarve, the A6 to the Spanish border at Caia and the A13 towards Coimbra all meet there, so a driver based near it can reach three corridors within minutes of starting.
Sines sits at the Atlantic end of the southern international rail corridor, and the new Alentejo line is finished as far as track and catenary. It will cut a hundred and forty kilometres off freight routes from the port.
Driver work differs sharply between the two port cities, the interior districts on the Spanish corridors, the Alentejo and the two island regions. Open another district to see the hiring information that applies there.
Portuguese drivers search in Portuguese. An advert written only in English will miss most of the domestic market.
Motorista de pesados is the dominant advert title, with motorista de ligeiros second. Pesados and ligeiros, heavy and light, is the first thing a Portuguese advert settles, and a driver reads it before anything else.
Write the licence as C+E. That form appears more often in real adverts than CE.
Two terms that work elsewhere do not work here. Motorista TIR appeared in no advert found, unlike in Romania where it is standard, so an advert using it reads as written from outside the market. Servico iberico was not found either, so describe Portugal and Spain work in plain words rather than reaching for the label. Internacional is the word that signals work beyond the peninsula.
The qualification is the CAM. Adverts list it alongside the cartao de tacografo and ADR where the load needs it. Name only what the role genuinely requires.
Pay needs more than one figure. Portuguese adverts quote a base salary with ajudas de custo, and the TIR premium stated separately where it applies. An advert giving only the base reads as badly paid even when the total is competitive.
Condutor is the formal word that appears in regulations and on documents. Motorista is what the job is called. Use motorista in the advert and keep condutor for the paperwork.
Two phrasings turned up in the real driver adverts placed in this district and both are worth reusing. Tração local describes a tractor unit working out and back inside the shift, and distribuição capilar, written as porta a porta in one of them, describes dense door to door delivery. Both of those adverts asked for the category as C or C+E with a valid cartão de tacógrafo and a valid CAM, named in that order. Adverts in this area also carry the depot town in the title, as in motorista de pesados followed by Palmela or Setúbal.

Portugal is more open than most of Europe on this, and it is worth saying plainly because employers rarely believe it. There is no labour market test and no quota for a work visa. You are not required to demonstrate that no Portuguese or EU candidate was available.
What has changed is the way in. The route that allowed someone to enter and regularise afterwards has been abolished, and a great deal of guidance still online describes it. Acting on that guidance would cost months. The visa now has to be obtained before travel.
The same applies to the Portuguese speaking countries route, which was known for allowing entry first and paperwork later. It now requires a residence visa obtained in the country of origin. For Brazilian recruitment in particular, that is the single biggest practical change in recent years.
One planning point is worth more than the rest put together. The residence visa itself authorises work for an initial period, so the start date is not tied to the processing queue for the residence card. Employers who think the driver cannot begin until the card arrives have the sequence wrong and lose weeks to it.
The job seeker visa does not help here. It was restricted to highly qualified work and a driving role does not come within it.
Employers in Setúbal may receive applications from drivers based in Portugal, elsewhere in the EU and EEA, Switzerland, the Portuguese speaking countries, the wider European region, Asia, Africa, North America, Latin America and other eligible international markets.
EU, EEA and Swiss citizens may work in Portugal without authorisation. Licence validity and the professional qualification still apply to them exactly as they do to a Portuguese driver.
One employer duty has a short fuse and catches people out. The hire has to be reported to Social Security in the twenty four hours before the contract takes effect, not afterwards. There is a second notification to the labour authority before work begins, which almost no published guidance covers. Penalties scale with the size of the company and can include repayment of public funding and publication of the decision.
A candidate's ability to work here depends on nationality, residence status, professional qualifications, driving licence validity and the requirements of the individual position. Name the licence category in the advert. A Portuguese driver reads it first, and C+E in the headline settles whether the job is theirs.
Freight work uses C and C+E, with C1 and C1E for lighter rigid vehicles. Passenger transport uses D and D1.
Ages depend on which qualification route the driver took, which is unusual and worth understanding. C and CE open at twenty one, or at eighteen for a driver holding the full professional qualification. D and DE open at twenty four, or at twenty one on the same basis. The shorter accelerated route does not buy the same reduction, so two drivers of the same age can hold different entitlements.
Every heavy renewal needs a medical assessment and a psychological one. Both, not one.
There is an age limit that catches fleets out. At sixty seven a CE entitlement drops to a much lower weight, and the passenger categories end and cannot be renewed. Worth knowing before a rota is built around one driver.
Foreign licence exchange splits three ways, and the middle tier is where offers die. Drivers from the Portuguese speaking countries and from OECD states exchange every category with no driving examination, with a psychological assessment for the heavy ones. Drivers from other convention countries exchange only the light categories directly and must sit Portuguese theory and practical tests for anything heavy. Drivers from countries outside the conventions cannot drive on the licence at all.
Brazil is the one to get right, because of the volume. The recognition arrangement covers car and motorcycle categories only, so a Brazilian driver cannot work heavy on the Brazilian licence. They can exchange into a Portuguese heavy licence without an examination, which is a good position, but the exchange is not optional and it has to happen before they drive for you.
Then there is the ninety day trap. A driver has ninety days from establishing residence to lodge the exchange while still driving. After that they may lodge for up to two years, but they may not drive in the meantime. Past two years a practical test becomes compulsory. Employers plan around the two year figure and miss the ninety day one, and the driver sits idle while the file moves.
A professional qualification obtained outside the EU or EEA is not recognised. The real sequence is exchange the licence, then take the accelerated initial qualification, then pass the aptitude examination. Budget for all three rather than for the visa alone.
Portugal has no state forklift licence. The permission rests on certified training plus the employer's own written authorisation. The driver attestation needed for a third country national is issued by the IMT and requires a declaration from the labour authority that the driver is lawfully employed. Verifying the original documents remains the employer's responsibility.
The district's IMT examination centre is at Avenida Emídio Graça, Manteigadas, in Setúbal, so a candidate upgrading a licence does not have to travel to Lisbon for the examination, though the published list does not say which centres test the heavy categories and that is worth confirming before you promise a date. One statistical point to watch: registered unemployment is not published for Setúbal on its own, because the figure you will find reported for the Lisboa region covers this district too. Any claim about local driver availability built on that number is describing both sides of the river at once.

It is, and the confusion costs employers time. Sines sits on the Alentejo coast and almost every report describes it as an Alentejo asset. Still, the municipality falls within the Setúbal district, which is why the district’s area is so much larger than the Setúbal peninsula alone. An advert for Sines work is a Setúbal district advert.
It is the largest in the country by tonnage, by a wide margin. It handled around fifty million tonnes in the reported year, compared with roughly fourteen million at Leixões and eleven at Lisbon. On the provisional government account, it took more than half of all mainland cargo, about sixty per cent of national containerised cargo and around four fifths of national liquid bulk.
Three things, and the port set them out itself. Ship operations were impossible or severely restricted ontwenty-sixx days of winter storms. Labour instability, the port said, was not unrelated to the container result. A refinery technical shutdown in the final quarter removed about three million tonnes of liquid bulk. Tonnage fell about twelve per cent and containers about ten.
Less than it was. The terminal operator and the dockers’ union concluded a four-year peace agreement at the end of the year in which the disruption happened, so container drayage out of Sines should be steadier than the volume figures alone suggest. The weather exposure does not go away: twenty-six days of restricted operations lands on a haulier as berth slippage and wasted driver hours.
Vehicle transporter work above all, plus inbound components. The plant produced over 236,000 vehicles in the reported year, employs more than 4,800 people, accounts for about 4 per cent of national exports, and has been confirmed to build a new electric model with several hundred million euros of investment and robotised battery assembly.
Enough that a dock dispute once rerouted it by road. During an overtime strike, the plant lost at least seven vessel calls. It shipped through Leixões instead, which hadn't handled finished vehicles for twelve years, with the first sailing carrying seven hundred cars that had travelled north by road four days earlier. Vigo and Santander were considered. An operator with transporter capacity has upside in exactly those weeks.
Only one appears among the twenty-five largest Portuguese hauliers by revenue: Logista at Alcochete, understood to be in pharmaceutical and tobacco distribution rather than general freight. The named industrial counterparties are more useful as a guide to the work: the Sines terminal operator, the industrial zone manager, the refinery operator, the petrochemical tenant and the Palmela car plant.
We found two, both for national work. One wanted category C or C+E with a valid tachograph card and a valid CAM, running predefined routes and collections inside Portugal on a Monday-to-Friday daytime shift. The other wanted C+E with the same documents for door-to-door capillary distribution on an overnight shift. Neither involved crossing a border.
On a smaller scale than Sines but with its own character. It moved about six and a half million tonnes and 156,000 containers in the reported year, with tonnage rising. In contrast, containers slipped slightly, and the government release credited a rise in roll-on/roll-off traffic, while the national figure for that cargo fell: short legs, finished vehicles, mixed cargo.
The Port of Lisbon's largest planned expansion is a terminal at Barreiro, on this side of the river, at a stated cost of four hundred and fifty million euros. No start or completion date was published. For a haulier, the practical takeaway is that Lisbon port work will increasingly mean driving on the Setúbal peninsula, which changes which depot should advertise a vacancy.
Because you are not bidding against a local wage, only about a third of residents work inside the district, output per head is far below the Lisbon figure, and the people you want have priced a daily crossing into what they expect to earn. A local shift saves them the bridge toll and the time, and the advert should name that rather than leaving the candidate to work it out.
Over the life of a long contract, yes, and it is worth knowing now. The line to the Spanish border is complete in terms of track and overhead catenary, cost close to 460 million euros, and will shorten freight routes from Sines by 140 kilometres. Trains are not running yet: signalling and safety certification need roughly another year. Confirm the service date before you plan around it.
Twenty-one as standard, or eighteen with the professional qualification behind it;; the route taken matters. Only the longer initial course, at a minimum of two hundred and eighty hours, delivers C and C+E at eighteen. The accelerated course of 140 hours gives C1 and C1E at 18 but holds C and C+E back to 21, so a 19-year-old with the short course cannot take your artic.
Both a medical and a psychological assessment, which surprises employers used to only only a medical. A doctor issues the electronic atestado médico, and a licensed psychologist issues the certificado de avaliação psicológica; the same pair is needed when a heavy category is first issued. Renewal runs on afive-yearr cycle to the age of seventy, then every two years after that.
Portugal does not issue one, unlike several neighbouring countries. The permission rests on certified training plus the employer’s written authorisation to operate the machine, so you are responsible for the training record and the authorisation, not a government card. Adverts here ask for a certificado de empilhador, which is the training certificate.
For a third-country national on a Community licence, a driver attestation is issued by the IMT to the company, and it is not quick to assemble. The application needs a declaration from the labour authority confirming the driver is lawfully employed, so the employment and its filings have to be in order first. The attestation is valid for five years and is not issued to EU nationals or EU long-term residents.
Setúbal rewards precision about place. Say which port, which plant or which town, say whether the leg is long or local, and let drivers on the right side of the river decide for themselves.
