This is a border freight district rather than a landlocked interior one, which is not how it is usually described. Wine is nearly half of what the Douro sub-region exports, and manufacturing is a thin slice of the economy in both halves of the district.
Write for a driver who may be relocating or commuting from the coast. Motorista de pesados, with C or C+E named outright, the run described as national, Portugal and Spain, or international, and the CAM position stated rather than implied. And now the conclusion that the tunnel's own figures do not state. Since the Marão tunnel opened, the coastal pool and the Vila Real pool have sat inside commuting distance of each other, which is how a car antenna plant here came to recruit coastal workers in the first place. That cuts both ways: you can draw from the coast and the coast can draw from you. The catch is that the fifty minute journey quoted for it only holds on the A4. In one week the old IP4 over the Marão shut outright twice while the motorway stayed passable, so the recruitment radius of this district is a specific road rather than a map. Recruitment here runs to vintage-driven wine and bulk work in the Douro, daily chilled runs out of the mushroom units, trunking west over the Marão, and cross-border running north out of Chaves.
Beverages are over two fifths of Douro exports and the work is seasonal, heavy and temperature sensitive, stacked into the vintage. Advertised as motorista de pesados on C or C+E. National work, with a sharp autumn peak that has to be crewed before it arrives rather than during it.
Fresh mushrooms are produced at units in Vila Real and Sabrosa as part of Sousacamp, a group described as Europe's largest, and that is a daily chilled flow rather than a seasonal one. Motorista de pesados on C, or ligeiros on B for the smaller vehicles. National, home nightly.
C+E linehaul west to the coast on the A4, through the tunnel, and east towards Bragança on the Transmontana. Advertised as motorista de pesados. Both legs are toll-free now. Keep the old IP4 and the EN15 out of the route description, because those are the roads that close.
Motorista de pesados on C+E out of Chaves, onto the Spanish A52 at Vila Verde da Raia and on towards Ourense and Vigo. Described as Portugal and Spain routes. The gate is continuously open, although no volume figure for it exists, so plan on access rather than on traffic.
Stone and cement products are about a sixth of Douro exports and fruit another seventh, so tipper, tautliner and curtain work all have a place here. Category C or C+E, national, day radius out of Peso da Régua and the valley, home most nights.
The local advert market is too thin to give a candidate anything to compare you against, and the one listing located inside this district across two passes was a warehouse role. So the advert carries all the weight. State the base town, the nights away and the vehicle, and say what relocation is worth, because housing here costs about half the national figure.
Two different places share one district here. The Douro half, around the city and Peso da Régua, is vineyard country on the river; the Alto Tâmega half, around Chaves and Montalegre, is upland and reaches the Spanish border. Density is about one seventeenth of Porto district's, and neither Vila Real nor Chaves has an urban core that counts as a city.
Vila Real city sits in the Douro statistical half, not the Alto Tâmega one, which is the error most often made with figures for this district. Chaves and Montalegre are the Alto Tâmega side, and Mondim de Basto is counted into Ave with Braga district.
Chaves is the border municipality, holding the continuous crossing at Vila Verde da Raia and a limited-hours point at Montalegre on the EN 103-9. Tourém, also in Montalegre municipality, appeared on the authorised list without a road number attached.
Peso da Régua and Sabrosa are the valley end, where the wine and the mushroom units are. The Linha do Douro runs along the southern edge of the district and is a freight route in principle, with no current tonnage obtainable for it.
West of the city, Campeã is where the old road over the Marão closes. The nearest heavy driver adverts captured anywhere near this district were at Amarante, on the far side of that mountain and inside Porto district.
Driver work differs sharply between the two port cities, the interior districts on the Spanish corridors, the Alentejo and the two island regions. Open another district to see the hiring information that applies there.
Portuguese drivers search in Portuguese. An advert written only in English will miss most of the domestic market.
Motorista de pesados is the dominant advert title, with motorista de ligeiros second. Pesados and ligeiros, heavy and light, is the first thing a Portuguese advert settles, and a driver reads it before anything else.
Write the licence as C+E. That form appears more often in real adverts than CE.
Two terms that work elsewhere do not work here. Motorista TIR appeared in no advert found, unlike in Romania where it is standard, so an advert using it reads as written from outside the market. Servico iberico was not found either, so describe Portugal and Spain work in plain words rather than reaching for the label. Internacional is the word that signals work beyond the peninsula.
The qualification is the CAM. Adverts list it alongside the cartao de tacografo and ADR where the load needs it. Name only what the role genuinely requires.
Pay needs more than one figure. Portuguese adverts quote a base salary with ajudas de custo, and the TIR premium stated separately where it applies. An advert giving only the base reads as badly paid even when the total is competitive.
Condutor is the formal word that appears in regulations and on documents. Motorista is what the job is called. Use motorista in the advert and keep condutor for the paperwork.

Portugal is more open than most of Europe on this, and it is worth saying plainly because employers rarely believe it. There is no labour market test and no quota for a work visa. You are not required to demonstrate that no Portuguese or EU candidate was available.
What has changed is the way in. The route that allowed someone to enter and regularise afterwards has been abolished, and a great deal of guidance still online describes it. Acting on that guidance would cost months. The visa now has to be obtained before travel.
The same applies to the Portuguese speaking countries route, which was known for allowing entry first and paperwork later. It now requires a residence visa obtained in the country of origin. For Brazilian recruitment in particular, that is the single biggest practical change in recent years.
One planning point is worth more than the rest put together. The residence visa itself authorises work for an initial period, so the start date is not tied to the processing queue for the residence card. Employers who think the driver cannot begin until the card arrives have the sequence wrong and lose weeks to it.
The job seeker visa does not help here. It was restricted to highly qualified work and a driving role does not come within it.
Employers in Vila Real may receive applications from drivers based in Portugal, elsewhere in the EU and EEA, Switzerland, the Portuguese speaking countries, the wider European region, Asia, Africa, North America, Latin America and other eligible international markets.
EU, EEA and Swiss citizens may work in Portugal without authorisation. Licence validity and the professional qualification still apply to them exactly as they do to a Portuguese driver.
One employer duty has a short fuse and catches people out. The hire has to be reported to Social Security in the twenty four hours before the contract takes effect, not afterwards. Name the licence category in the advert. A Portuguese driver reads it first, and C+E in the headline settles whether the job is theirs.
Freight work uses C and C+E, with C1 and C1E for lighter rigid vehicles. Passenger transport uses D and D1.
Ages depend on which qualification route the driver took, which is unusual and worth understanding. C and CE open at twenty one, or at eighteen for a driver holding the full professional qualification. D and DE open at twenty four, or at twenty one on the same basis. The shorter accelerated route does not buy the same reduction, so two drivers of the same age can hold different entitlements.
Every heavy renewal needs a medical assessment and a psychological one. Both, not one.
There is an age limit that catches fleets out. At sixty seven a CE entitlement drops to a much lower weight, and the passenger categories end and cannot be renewed. Worth knowing before a rota is built around one driver.
Foreign licence exchange splits three ways, and the middle tier is where offers die. Drivers from the Portuguese speaking countries and from OECD states exchange every category with no driving examination, with a psychological assessment for the heavy ones. Drivers from other convention countries exchange only the light categories directly and must sit Portuguese theory and practical tests for anything heavy. Drivers from countries outside the conventions cannot drive on the licence at all.
Brazil is the one to get right, because of the volume. The recognition arrangement covers car and motorcycle categories only, so a Brazilian driver cannot work heavy on the Brazilian licence. They can exchange into a Portuguese heavy licence without an examination, which is a good position, but the exchange is not optional and it has to happen before they drive for you.
Then there is the ninety day trap. A driver has ninety days from establishing residence to lodge the exchange while still driving. After that they may lodge for up to two years, but they may not drive in the meantime. Past two years a practical test becomes compulsory. Employers plan around the two year figure and miss the ninety day one, and the driver sits idle while the file moves.
A professional qualification obtained outside the EU or EEA is not recognised. The real sequence is exchange the licence, then take the accelerated initial qualification, then pass the aptitude examination. Budget for all three rather than for the visa alone.
Portugal has no state forklift licence. The permission rests on certified training plus the employer's own written authorisation. The driver attestation needed for a third country national is issued by the IMT and requires a declaration from the labour authority that the driver is lawfully employed. Verifying the original documents remains the employer's responsibility.
The counter is local and the examination is not. IMT keeps a district delegation at Vila Real, on Avenida Aureliano Barrigas, open weekdays only from nine in the morning until four in the afternoon and closed on the thirteenth of June for the municipal holiday. Nothing published about it says whether driving examinations or CAM certification take place there, and local examination provision could not be confirmed anywhere in northern Portugal, so treat a local test as something to verify with IMT rather than something to offer a candidate. On the road side two things are settled: the A4 including the Transmontana section and the Marão tunnel, together with the A24 from Viseu through to Chaves, all came off the toll list on the same date, and the A24 meets the Spanish A52 at Vila Verde da Raia at the roundabout marking its start.

It does, at Vila Verde da Raia in the municipality of Chaves, and it corrects the usual picture of this district. The A24 meets the Spanish A52 there, at the roundabout marking kilometre zero, and the point operates continuously under the border regime, one of only seven on the entire Portuguese land border. The A52 runs on through Ourense towards Vigo, so this is motorway-to-motorway into Galicia.
Nothing in the evidence says so, and it would be wrong to claim it. Vila Verde da Raia did not appear among the three busiest points for heavy vehicles nationally, and the available statistics include the available statistics include no per-crossing daily count for any Portuguese crossing. What is established is access, not volume: a continuous motorway gate you can use at any hour. Plan capacity on that basis and not on traffic you cannot verify.
The old ones, and the evidence names the points. Across two events in a single week,k the IP4 was closed between Campeã and Aboadela, the EN15 was impassable in the Marão zone and later closed at the Alto de Espinho, the EN101 was cut at the Carrapetelo bridge in both directions, and a municipal road towards Mondim de Basto was constrained between Lamas de Olo and Relva. Those are planned, named closures.
The A4 did, both times, and it worked as the alternative route when the old road shut. The A24 did not fare as well: on one of those days, traffic was difficult between the city and the A7 junction at Vila Pouca de Aguiar, with vehicles stopped or stranded and a snowplough clearing the carriageway. So the district’s route to the border isn't weather-proof, and a Chaves run in winter needs slack rather than confidence.
One sourced figure exists, and it is worth knowing its provenance. The head of a car antenna plant here put his own daily commute from Vila do Conde, on the Porto district coast, at fifty minutes through the tunnel at no toll cost. That is oneperson’ss journey on one route, not a timetable, and it only holds on the A4. No other journey times between towns in this district are available, so don't invent one.
A sharp seasonal shape on top of very little else. Beverages makeee up ovetwo-fifths of what the Douro sub-region exports, and the primary sector employs more people here than anywhereee elsin northern Portugalll the vineyards. The reading that follows, that the flow is heavy, temperature sensitive and concentrated at vintage, is a judgement about the commodity rather than a sourced seasonal figure. Crew for it in advance.
Neither, across two research passes, and both are genuine gaps rather than oversights. We could not confirm a haulier headquartered in this district, and no named industrial park either, which sharply contrasts with Bragança next door. What did surface is Torrestir advertising a warehouse role at district level, and Kathrein Automotive in the city, making car antennas for Audi and BMW on figures that are now some years old.
There is a trace, andit'sa precise. Neither the city nor Chaves appears in the national heavy driver directories, but the district itself does appear as a district-level entry in the logistics directory. So the district registers and no town in it does. Read that as an advert channel too thin to characterise, not as an absence of work, and expect to recruit by direct approach.
Small enough that more than a handful of hires cannot assume local supply. The upland half has under eighty-four thousand residents, with over a third aged sixty-five or more, the highest share in the north, and sectoral employment there came to fewer than eleven thousand one hundred people. Both halves have been shrinking by nearly one per cent a year, making this the most uniformly declining district up here.
One channel exists here that does not exist in Porto. Across the northern interior, about 41 per cent of working-age people who emigrate return later, so the pool isn't simply gone. Growth in the resident foreign population also mitigates the decline without reversing it. Returnee recruitment, through family networks and local word of mouth, is a realistic route in this district and a waste of effort on the coast.
It means something different, and getting it wrong leads to bad pricing. The figure counts benefit recipients as a share of the resident population rather than measuring an unemployment rate, and the interior scores low because its working-age residents have left. Alongside that, deep-poverty support in the Douro half runs above the national rate. The combination describes a low-wage working population rather than an unemployed one waiting for offers.
Real purchasing power, if the advert says so. Median property in the upland half costs about half the national figure per square metre, and pay expectations are the lowest found anywhere in the north, so a modest offer buys a better standard of living than the same offer does on the coast. The honest caveat belongs in the advert too: the coast is within commuting distance, so you are competing with it rather than escaping it.
Once he has been resident a while, yes: the applicant must have lived in Portugal for at least 185 days, must not be under a driving prohibition, and must not already hold the same category from an EU or EEA state. Registration at a driving school is compulsory, followed by a theory and a practical exam, each with its own fee, with a small discount for applying online.
None, which is exactly why routing is the only real mitigation in this district. Portugal imposes no winter tyre requirement and bans studded tyres outright, so you have no legal equipment option. What is left is the road choice, the schedule, and the decision whether to depart, and evidence from this corridor says those separate a vehicle that keeps moving from one that sits all day.

Portuguese adverts still write CQM out of habit, so expect the word and ask which document actually exists.
That service no longer exists, and guidance that names it is out of date beyond the name. Its administrative work went to AIMA; air borders to the PSP; land and maritime borders to the GNR; and criminal investigation to the Polícia Judiciária. AIMA holds no police powers of its own and does not inspect employers: on the mainland, that job belongs to ACT, usually with police alongside at the roadside.
This district gives an advert less to work with than any other in the north except one, so the advert has to be exact. Name the base, the road, the nights away and what a move here is worth.
