Local adverts in this district are unusually precise about the driver and vague about the money. Match the precision on hours and scope, then state what the pay is built from, because variable by experience tells a candidate nothing.
This is a long district with no single centre, and a driver reads it that way. Santarém city sits roughly an hour north of Lisbon on the A1; Torres Novas, Ourém and Tomar form a separate northern cluster around the start of the A23; Abrantes sits further east again. A vacancy posted for the district without a town named asks the candidate to guess the commute.
Twenty one municipalities, with Santarém the most populous at about fifty nine thousand residents and the city itself at thirty thousand. Benavente was the only municipality in the district to gain population over the last intercensal decade, which tells you where the growth sits.

What the district has not got is a quay or a freight runway. Lisbon is the relevant port, roughly an hour south, and the air freight gateway as well, so a vacancy here is inland work with a port leg rather than port work.

Two terms that work elsewhere do not work here. Motorista TIR appeared in no advert found, unlike in Romania where it is standard, so an advert using it reads as written from outside the market. Servico iberico was not found either, so describe Portugal and Spain work in plain words rather than reaching for the label. Internacional is the word that signals work beyond the peninsula.
The qualification is the CAM. Adverts list it alongside the cartao de tacografo and ADR where the load needs it. Name only what the role genuinely requires.
Pay needs more than one figure. Portuguese adverts quote a base salary with ajudas de custo, and the TIR premium stated separately where it applies. An advert giving only the base reads as badly paid even when the total is competitive.
Condutor is the formal word that appears in regulations and on documents. Motorista is what the job is called. Use motorista in the advert and keep condutor for the paperwork.
One local phrasing is worth borrowing exactly. International availability is advertised here as disponibilidade para sair do país, availability to leave the country, rather than with the word internacional in the title, and it appeared that way on the verified heavy goods vacancies at Ourém. Contracted route passenger work is advertised as motorista de serviço público. The professional qualification is written formação CAM in requirement lists here, not as código 95, and the category appears as C or C+E with the plus sign.

Every heavy renewal needs a medical assessment and a psychological one. Both, not one.
There is an age limit that catches fleets out. At sixty seven a CE entitlement drops to a much lower weight, and the passenger categories end and cannot be renewed. Worth knowing before a rota is built around one driver.
Foreign licence exchange splits three ways, and the middle tier is where offers die. Drivers from the Portuguese speaking countries and from OECD states exchange every category with no driving examination, with a psychological assessment for the heavy ones. Drivers from other convention countries exchange only the light categories directly and must sit Portuguese theory and practical tests for anything heavy. Drivers from countries outside the conventions cannot drive on the licence at all.
Brazil is the one to get right, because of the volume. The recognition arrangement covers car and motorcycle categories only, so a Brazilian driver cannot work heavy on the Brazilian licence. They can exchange into a Portuguese heavy licence without an examination, which is a good position, but the exchange is not optional and it has to happen before they drive for you.
Then there is the ninety day trap. A driver has ninety days from establishing residence to lodge the exchange while still driving. After that they may lodge for up to two years, but they may not drive in the meantime. Past two years a practical test becomes compulsory. Employers plan around the two year figure and miss the ninety day one, and the driver sits idle while the file moves.
A professional qualification obtained outside the EU or EEA is not recognised. The real sequence is exchange the licence, then take the accelerated initial qualification, then pass the aptitude examination. Budget for all three rather than for the visa alone.
Portugal has no state forklift licence. The permission rests on certified training plus the employer's own written authorisation. The driver attestation needed for a third country national is issued by the IMT and requires a declaration from the labour authority that the driver is lawfully employed. Verifying the original documents remains the employer's responsibility.
The road costs out of this district changed and the detail matters to a tender price. The A23 from Torres Novas to Guarda and the Coimbra to Atalaia length of the A13 both reverted to toll-free, and since the A23 begins at Torres Novas while the A13's free length ends at Atalaia in Vila Nova da Barquinha, the district is the southern entrance to the entire interior corridor. High volume and low density, which changes the maths. One manufacturer there produces around ninety-six thousand tonnes of tissue and household paper a year across two factories, with the larger making the bulk, and employs over six hundred and sixty people. Household paper manufacturing is among the municipality’s largest employers. A trailer of tissue fills its cube well before it reaches a weight limit.
There is a centre here, so in principle yes, but the trend is the wrong way. The transport regulator recorded a 65% fall in activity at this district’s examination centre over the period it measured, a clear contraction in local provision in a district where road freight is a named top employer. Neither, and the honest version helps the advert. Lisbon is the port and air-freight gateway for loads originating here, roughly an hour south down the A1. So the work is inland distribution and trunking with a port leg at one end, rather than quayside or apron work, and an advert promising port experience as the main content of the job would be describing something else.
