Here is something an operator planning from outside would not know. Kuopio has more summer cottages than any other Finnish municipality, 10,507 at the last full count, and the municipalities around it carry a similar weight, so delivery and waste volumes climb through the warm months. Siilinjärvi puts about 500,000 tonnes a year of ore, acid and fertiliser onto the road. Advertise these as kuorma-autonkuljettaja or CE-kuljettaja with CE-kortti, and state plainly whether an ADR-kortti is needed for the particular load rather than listing it by habit.
Wood here runs to Varkaus and Kuopio, and some operators reach as far as North Ostrobothnia. Publish a yhdistelmäajoneuvonkuljettaja vacancy with CE-kortti, name the receiving mill, and say how often the run crosses the regional boundary.
Kuopio is the only urban delivery market of real size in eastern Finland. Advertise a jakelukuljettaja role with C-kortti, name the depot, and follow local practice by putting the work in the title, as in elintarvikejakeluun or kappaletavarajakeluun.
Long distance running through Kuopio is structurally heavy, because the E63 designation changes carriageway at Vuorela. Publish trunk vacancies as kuorma-autonkuljettaja or CE-kuljettaja with CE-kortti, and say where the leg turns: Iisalmi, Varkaus, Jyväskylä or further.
Kuopio carries heavier passenger transport advertising than any other eastern centre. Publish linja-autonkuljettaja roles with D-kortti and ammattipätevyys, and taxi work with the licence the job genuinely uses, rather than listing categories the role never touches.
Use one job title that matches the vacancy. Stacking extra titles onto a North Savo advert to catch more traffic produces applications from people who wanted a different job.
North Savo runs north to south along Vt 5, from Varkaus up through Kuopio and Siilinjärvi to Iisalmi. Vt 9 comes in from the Jyväskylä direction, Vt 23 crosses west from Varkaus, and Vt 27 drops in from the coast at Ylivieska.
Kuopio is where the people are: around half the region's residents, the Kolmisoppi logistics campus, the Kumpusaarentie terminal and the heaviest driver advertising in eastern Finland. Name the depot district rather than just the city.
Treat Iisalmi as a labour market in its own right. It has its own manufacturers and an electrified rail link west to the Bothnian ports, and it sits far enough from Kuopio that the commute is a genuine question for an applicant.
Siilinjärvi work deserves its own description. It is continuous, contract driven and largely indifferent to the forestry cycle, which is precisely what some experienced drivers want after years of seasonal running.
Varkaus sits on Vt 23 with its own inland port and mill complex. Say whether the vacancy depends on that site, because its industrial base has been through change negotiations and candidates there will ask.

Finnish drivers search in Finnish. An advert written only in English will miss most of the domestic market, and Swedish matters on the west coast and on the islands.
Kuorma-autonkuljettaja is the standard lorry title and linja-autonkuljettaja the bus one. Yhdistelmaajoneuvonkuljettaja covers combination vehicle work, and taysperavaununkuljettaja and puoliperavaununkuljettaja appear where the trailer type is the point.
Distribution work is written as jakelukuljettaja, or as the base title with the work attached, as in elintarvikejakeluun, kappaletavarajakeluun or yojakeluun. CE-kuljettaja is used as a job title in its own right.
Write the licence as C-kortti, CE-kortti or D-kortti. The formal C-luokka form is correct but adverts do not use it, and Finnish employers usually put the category in the headline in brackets rather than burying it in the body.
Ammattipatevyys is the professional competence, carried as code 95. Name it only where the role genuinely needs it.
One term catches employers out. Kuljettajakortti in a Finnish advert means the digital tachograph card, not the competence card, which is the ammattipatevyyskortti. The two are listed separately in real adverts and confusing them will mislead candidates.
Pay is routinely stated as AKT TES mukainen, meaning according to the collective agreement. Adverts also list ADR-kortti and trukkikortti where the work requires them, and tyoturvallisuuskortti is common across logistics roles.
A practical approach is a Finnish advert naming the category and the ammattipatevyys position, with an English version when you also want candidates from outside Finland.

The Finnish Immigration Service, Migri, now decides these applications on its own. The separate labour market decision that the employment office used to issue no longer exists. Two figures shape the offer you can make. The gross salary must reach the published monthly minimum for an employed person, currently 1,600 euros, and supplements such as evening and night work do not count towards it. Driver pay is often built from a base plus supplements, so check the base alone clears the threshold before you advertise.
Availability consideration applies here. Before applying for a driver from outside the EU or EEA, the employer posts the job on Job Market Finland for two weeks on the same terms that the application will carry. The regional work permit guidelines are reviewed twice a year, so check the current position for this region before you plan a timeline.
Employers here may receive applications from drivers based in Finland, elsewhere in the EU and EEA, Switzerland, the wider European region, Asia, Africa, Gulf countries, North America, Latin America and other eligible international markets.
EU, EEA and Swiss citizens may work in Finland without a permit, though a right of residence registration applies beyond three months. Nordic citizens register with the Digital and Population Data Services Agency instead. Licence validity and professional competence requirements still apply to all of them.
Where a Finnish goods operator employs a driver who is a third country national, a driver attestation from Traficom, the kuljettajatodistus, is also required. The operator gives the original to the driver to carry, keeps certified copies and returns it when the employment ends.
A candidate's ability to work here depends on nationality, residence status, professional qualifications, driving licence validity and the requirements of the individual position. Name the licence category in the advert. It is the first thing a Finnish driver looks for, and it belongs in the headline.
Freight work uses C and CE, with C1 and C1E for lighter rigid vehicles. Passenger transport uses D and D1. Van and courier roles sit in category B.
Age limits matter when you are planning a pipeline. C and CE open at twenty one, or at eighteen where the driver holds the full professional competence. D opens at twenty four, reduced to twenty three, twenty one or eighteen depending on the qualification held.
Professional drivers in the C and D categories need ammattipatevyys, shown as code 95 on the licence. The initial qualification runs two hundred and eighty hours, or one hundred and forty on the accelerated route by age band, and periodic training runs thirty five hours every five years.
One point widens your field considerably. A driver who already holds competence in one branch can add the other with a thirty five or seventy hour course rather than repeating the initial qualification. That is the route to move an experienced lorry driver into bus work, or the reverse, though it does not by itself grant the licence category.
Foreign licences need care. An EU or EEA licence is valid in Finland while it remains valid. A licence from a contracting state can be exchanged, but a lorry or bus category always requires the full Finnish driving examination, theory and practical. Licences from other recognised states require an examination for every category.
A professional competence obtained outside the EU or EEA is not recognised in Finland. An experienced driver arriving from outside Europe will need the Finnish qualification, or one issued by another EU or EEA state, before they can do the work. Budget realistic time for that rather than discovering it after an offer.
A driver card for the digital tachograph is required on in scope work, and ADR training where the load needs it. A medical certificate applies to the heavy categories and renews more often with age. Say which of these the role actually needs, and remember that verifying the original documents remains the employer's responsibility.

The widest mix in eastern Finland. The Siilinjärvi site, the only phosphate mine in the European Union, puts about 500,000 tonnes a year onto the road as ore, acid and fertiliser. Varkaus adds board, pulp, sawn goods and pellets. Kuopio supports genuine urban and regional food and retail delivery, and timber runs alongside all of it.
It means work that does not follow the forestry cycle. Yara states its own split: two million tonnes a year by rail, half a million by road, and a maritime leg through the Saimaa Canal that is suspended. The road volume is continuous and contract-driven, which is a real selling point for drivers who want a predictable year rather than seasonal peaks.
Some will, and the advert should be specific rather than cautious. Sulphuric, phosphoric and nitric acid and ammonium nitrate solution are produced here in volume, so ADR work plainly exists, but no published recruitment material states a regional requirement. Name ADR only where your particular load needs it, and confirm the position for that cargo before you publish.
Because that is where the region’s long-distance traffic concentrates. The E63 designation runs with Vt 9 from Turku as far as Vuorela in Siilinjärvi, then transfers north onto Vt 5. Traffic from the Tampere direction and traffic from the Lahti direction therefore pass through the same short stretch above Kuopio. Naming the turnaround point tells a candidate what the leg really is.

It is worth doing, because Iisalmi is not a Kuopio suburb. It has around 20,500 residents, manufacturers of its own, including Normet, Olvi and Genelec, and an electrified rail link west to Ylivieska and the Bothnian ports. Its travel-to-work area is distinct. A vacancy that says only North Savo will be read as Kuopio and will miss the northern pool.
Only at one remove, because the region has no crossing of its own. Two effects are documented. The Siilinjärvi maritime leg of 130,000 tonnes a year through the Saimaa Canal is suspended, so that volume moved to other modes. Domestic timber procurement also intensified after Russian roundwood imports stopped, which lengthened hauls. No quantified transport job figure exists in any published source.

Lorry and special vehicle drivers appear only in the Sisä-Suomi work permit guideline, whichcoversg Pirkanmaa and Kanta-Häme, so the job must run on Job Market Finland for two weeks on exactly the terms the permit application will carry. Migri then decides the permit itself, without any partial decision from elsewhere.
It is the driver attestation issued by Traficom, and a Finnish goods operator needs one when employing a third-country national driver. It sits separately from the licence, ammattipätevyys, and the tachograph card. Build the time into your start-date planning rather than discovering it after the contract is signed.
