The obligation to start the labour market testing sits with the employer. Your company, or someone you authorise, submits the Vacancy Registration Form, and where you are applying for the single permit on the foreign national's behalf the vacancy registration and the permit request go in at the same time through the Portal for Foreigners.
The form may also be filed through the eGovernment portal, but only within the defined window before the single permit request at the latest. Submitting the labour market test too late is one of the most common reasons an application has to be started again, so treat it as the first step rather than a parallel one. Serbia uses the familiar category structure, with C and CE for freight, C1 and C1E for lighter rigid vehicles, D and D1 for passenger transport and B for delivery work.
Because Serbia is outside the European Union, the EU driver qualification instrument does not apply here of its own force. Confirm with the competent Serbian transport authority what professional driver certification your vacancy requires.
For work running into the Union the position needs checking separately, since a driver crossing into Hungary, Croatia or Romania is subject to what those countries require of the driver and the vehicle.
Tachograph and ADR requirements apply to the relevant work, and international operations bring their own permit and documentation requirements for the vehicle.

A foreign national's employment relationship ends when the single permit expires, over and above the ordinary grounds in labour law. If the employment or contract ends, a new contract must be concluded within the set period for the person to keep working lawfully, so diarise both the permit expiry and that follow-on deadline.
